End State is a turn-based tactical game about an international mercenary company tracking a terrorist network in the war-torn country of Brekovia. On a strategic map, the player hires operatives, equips them, develops their skills and selects missions while encountering patrols and the country’s various factions.
Missions play out as turn-based battles in which the squad uses action points and cover; approaches include stealth and coordinated assaults. The reaction system lets combatants open fire when an enemy enters view, while the ballistics simulation accounts for bullet penetration and the resistance of obstacles. Environments can be destroyed, and operatives gain experience and can have their appearance customized.
