A real-time tactical strategy game set in a cyberpunk dystopia where corporations divide the world into territories under their control. The player leads a syndicate and sends teams of cybernetically enhanced agents on missions to eliminate enemies and targets, or to capture and rescue personnel.
Missions involve directing a squad of one to four agents and choosing their weapons and cybernetic upgrades. Between operations, the player allocates income from occupied territories to research weapons and enhancements, while setting tax rates that can provoke revolts if they are too high. During missions, illusion chips can be hacked to persuade civilians to join the syndicate.
